Possibility of only playing ranked players?

I play short games, and in particular, the 1+0 games has many players that are farming for ranking points. They create an account and play one game, if they loose, they delete the account and create a new one.
Could one have the possibility when setting up a game to not be offered games with players that are not ranked yet?

Everyone was a provisional once, if you add the option to be able to not play against provisional players then everyone will turn that on and new players will have a harder time

The pairing system always unites players of roughly the same level. If you don't want to play opponents provisionally rated 1500, you have no other chance than to improve as far beyond 1500 as you can.

How about diffrent system, when you play against provisional player. You're going to lose/win elo only when provisional player will stop being provisional (it will count as you won against this guy in it's final ranking) otherwise you won't get elo. Provisional player will get elo as usual

Sigh... Yet Another Dreadful Question Mark Post. :-( As usual, people keep ignoring basic facts.

First, "provisional" is only an arbitrary threshold (110) for rating deviation. There is almost no difference between RD of 109 and 111 but one is "stable" and one "provisional"; on the other hand, there is way more difference between 45 and 109 (both "stable") or 111 and 250 (both "provisional").

Second, the higher your opponent's rating deviation, the less the game affects your rating. If you are rated e.g. 1800 and lose against 1500 rated player who just started (RD 250), your rating is affected way less than if you lost against a 1500 rated player with stable rating. (The same is true for a win, of course.)

Third, as the initial rating is the same as median of rating distribution, there is about the same chance of meeting an underrated "provisional" opponent as meeting an overrated one. Actually, as players are more likely to improve over time than to decline, overrated should be a bit more frequent. And yet, from the forum posts it seems that almost all "provisional" players are heavily underrated and overrated are either rare or nonexistent. Mystery...
