Positional chess starts with tactics. The calculation and vision needed in positional chess to develop long range strategem and properly evaluate positions and piece value is begun in the study of tactics... ( endgame fundamentals;esp.: rook endgames are also helpful.) You don't need to read a book on pawn structure... with experience you will know what structures work for you.

Reassess your chess is popular for beginners to build a positional framework. And my system by nimzowich
I liked grandmaster pawn structures by mauricio flores, for slightly more advanced players.
Surprisingly opening and endgame books can give insight into positional play and strategy too. Study a positional opening in depth, and study endgames in depth to have a clearer sense of what your ideal (winning) endgame positions are. I liked Shipov's the Complete Hedgehog Vol 1 and 2 because it teaches you defensive strategy and how to stay calm under pressure. That translates very well into high class positional play. Study Capablanca's and Magnus Carlsen's games for simple, crystal-clear endgame technique, and Rook Endgames is an advanced take on the subject.
At the end of the day make sure studying is fun for you, and read what interests you or what you'd like to be better at most. Don't be afraid of not finishing books or topics.

Well explained, well selected classical and new examples. More work than Silman, which is an advantage and a disadvantage.

There are good modern books, like by Adrian Mikhalchishin and Iossif Dorfman, but these are advanced.
The beauty of the books above is that these are written by the best players of their time and that they try to convey the fundamental aspects in a clear and succinct way.
Many modern books are written by lesser masters with the sole aim of earning some money.

Surprised no one has mentioned Mastering Chess Strategy by Johan Hellsten , this book is very underated , it has many examples as compared to the sliman book, it will teach you how to improve all your pieces, pawn play and prophylaxis, i would really advice you to get it!
