I oppose the refund program altogether and have always publicly done so. The point of reporting players is that there is an iterated prisoners' dilemma; if cheaters get away with it due to lack of reporting, then other players will take note and some small fraction of them will start cheating, etc.
I'll discuss with staff the 40 game limit since even if we disagree in the strongest possible terms about the program, maybe something can be done. It's a shame this discussion didn't have to start with "This platform has no integrity" and go around the universe and back to state a problem which maybe the team would agree with... it's not intentional, but http://xyproblem.info/ is an enormous and common problem in software development.
