will it be ok to suggest on lichess to put for this option for "no castling" in the creation of arena tournament for those who enjoy playing this way? lol

You can already do this. When you create an arena, put this in the "starting position" field:

rnbqkbnr/pppppppp/8/8/8/8/PPPPPPPP/RNBQKBNR w - - 0 1

This will disallow castling (that FEN is the starting position except without castling rights). Make sure the players know beforehand that castling is disallowed, though!

i have tried it but it didn't take effect, still players able to castle so i ended that tournament soon. its also not rated, i hope rated will also be available for this

Hmm, I would've thought that would work. If not, I guess it's a bug in Lichess? Maybe report it on Github. I don't think you can have rated games for custom positions, because they might not be equal.
