I always thought the lowest rating was 600 and i've seen 600 players losing games without losing rating recently. But today i saw a player rated 511 and most of his recent opponents are below 600. There was a recent change on this? Could Simeone tell me the reason and impact of that?

Since more players are playing on Lichess, true beginners should get to play against true beginners. A rating floor of 600 was too high.

It goes all the way down to 400.

here is the current blitz rating distribution on lichess,
you can see a spike at 600, but there are quite a few people below that:
