It's possible to cheat with time control?

Thanks for the details @Goodgame1, very interesting. The only thing that I can say is that I remember perfectly having seen the clock of my opponent very near of loss the game and suddenly, after his move, showing 23 seconds. I can't demonstrate this with the saved time in the game.....but I have it in my memory, because is not the first time that I note such stuff in different games.
