the minimum for max rating, the thing is the curve will prob start to flatten out so the actual max rating could be anywhere above that - engines are still too low-rated to see the flattening

btw that line hits draw_rate=1 at a rating of ~5200, this being a stab at the lower bound of a perfect player's rating

Agreed. ~5200 is the lower bound of a perfect player against current situation. But what if in say 10 years we get some engines that play 100 times stronger (2^7 which mean 700 elo rating points stronger) the perfect player (32 man TB) is still expected to score in each and every game (chess is rich in nuances). So we will get a new figure against that stronger oposition that is some 1700 points higher. And the problem is still there. So I think we should change the question to something like:
At what rating is it possible to get a draw against a 32 men TB that constantly tries to grind you out for the most complicated and subtle mistakes?

I read an article a few years back which suggested 3700-3800 level would draw all games against each other. Not sure how accurate the estimation was. I would doubt over 4000 is possible
