Is online chess dead because of cheaters?

I am not saying he is not a cheater. He may be, but it is quite possible he's not. But what I do say is your reasons for claiming he's a cheater are not sufficient, to say the least.

@Durtan it's a mystery to me also. it could be just childish delusion (if I get a new account, I'll start playing better) or an acquisition fetish (look how many accounts I have) but I'm guessing some harebrain scheme is under the surface
