Yes, but the tournament must be announced by an official organizer and approved by FIDE. If Magnus says "I want to go farming 145 points from weak players", this type of event would not be accepted by FIDE.

I've just noticed that FIDE rating rules will change in 2022:
"A difference in rating of more than 400 points shall be counted for rating purposes as though it were a difference of 400 points. In any tournament, a player may benefit from only one upgrade under this rule, for the game in which the rating difference is greatest."
The second sentence is added to the old rules. So you would need 145 different tournaments, just to collect these 145 "easy" points against weak opponents.
