There are no bots on Lichess except for those clearly tagged as BOT. For moderation purposes we also have a few accounts controlled by admins that run anti-cheat algorithms but they don't play games.
You can report as much as you want, it's free. The only thing is that if you end up reporting everyone you lose to, maybe even without analyzing the game, you may end up at the bottom of the queue, just because your "reputation" is not that good.
Your report will eventually be reviewed but it will likely take more time.

Reputation is not necessarily the "reputation" (in quotes) which the moderator used. Reputation is what others think of you, and can include how well you play chess for example, whereas "reputation" in this sense may be more akin to "chess cheat detection accuracy". Obviously if you are less accurate, a successful "cheat detective" with a lower rate of false claims will be given higher value of urgency for Lichess to expend urgent resources, due to their higher predicted chance of success - which is exactly what you would expect if Lichess were making a genuine effort to inhibit cheating. In the current state of affairs in chess, it's hard to imagine there is actually a platform so focussed on the quality of chess, as apposed to focussed on higher profitability. But all indications are that this platform IS that focussed on chess, so if what you enjoy is chess, well done for finding it!
