is it allowed to play in a tournament, pause after winning, unpause and repeat?

I think you can but I don't really see the point in doing that

Pausing and Resuming can be done throughout the tournament. Generally players pause after a losing streak (which sometimes is called "tilting"). But winning or losing doesn't matter with pausing and resuming, and thus isn't considered as a rule break (as there is no rule :D).

I experienced a little timeout once after pausing and unpausing a couple times in a (private) tournament

Sure you can pause and unpause after specific conditions but pausing many times causes a time limit , means when you pause too much , then there's a little bit of time limit which when completed lets you unpause........ After that if you again do that , then the time limit of unpausing increases on......
