Safety rules are needed for a healthy sport and fair playing rules are required so that nobody is unintentionally cheating.
It's the norm to obey and be cooperative to rules. If the norm is not followed, then there's a consequence to a breach of the rule. Consequences are there to discourage the person so that they are not temped to breach the rules. If it does not discourage them, then for them there are no rules.
