I often refuse to play when i greet a person, and that person doesn't greet me back

To the OP -

I believe the "handshake" is the acceptance of the match. Some don't have chat during the match, to prevent distractions in game. I do understand your sentiment however.
Handshakes are not possible online and saying "hello" is not a handshake. For a stickler for the rules, you are kind of lax in your definitions. Shape it up. Offer to meet them halfway to shake hands or just play the game.
I would usually just think this was a troll. Recent events have convinced me that some people are just not very well informed on how lichess works.

If you are serious, please remember that some users are using zen mode or kid more which means they never even see your greeting. Other users are on the mobile app where chat gives a small, easily miss-able notification.
I don't think he's trolling. I've met people on lichess who do exactly what he says. I always wondered what was going on in their heads, now we all know!

At least I am reminded of this. Some people have strangely knotted synapses and they think that all others have it the same way...
