I often refuse to play when i greet a person, and that person doesn't greet me back

What is the point of posting this message other than to let everyone know that you have weird rules in your mind, that no one else knows, by which you judge everyone?

You are not wrong in principle. Greetings are certainly part of fair play. Anyway, as it is quite natural, there may be so many reasons why your opponents don't greet you back at the beginning of a game. The chat switched off, as has already been suggested, may be a possible explanation. Drawing from my personal experience, I can tell you that, sometimes, I was so concentrated on the game that I paid no attention to what my opponent could be writing in the chat, which was turned on since the game had begun, so, from time to time, I happen to answer my opponent's greetings after quite a long time. This is not being rude, just absent-minded. In my opinion, it could also be an interesting subject for debate if we noticed that what you pointed out is maybe a side effect of information technology. Your opponents don't greet you back because they are unconsciously thinking they are dealing with nothing more than a computer, so long as they don't meet an opponent in flesh and blood. It's the "coldness" of these modern day technological tools which has made human relationships a little bit "colder" tha they used to be in the past. Or so I think. Bye!
FIDE rules also say once you touch a piece, you have to move that one. Have you ever clicked on a piece, then opted to move a different one while playing online? I certainly hope not, being such a FIDE rules enthusiast!
Vova can't win any games and hopes to at least have some of his opponents forfeit, i suppose.
This is very annoying in ultrabullet games, as the message starts to distract you by blinking until you read it (that's in my mobile app) while every second is important. Some players also offer a draw during the time scramble to win by 0.1 seconds. This is an actual problem.
Greeting in classical and even blitz game is probably ok, but not in bullet chess.
Even if I don't have chat turned off, I often ignore messages subconsciously. Playing in tournaments, that chat window is for tournament-wide chat, which is all distracting nonsense unrelated to me or the game I'm playing; I've just gotten used to not looking over there at all.

@OP, Not everything that happens is a personal slight against you. Assessing the motivations of complete strangers you know nothing about is silly, and that frustration and anger you've built up is only impacting you.

So the OP complains about not being respected then acts like a child in retaliation, not moving and forcing the opponent to abort. As pointed out, many players disable chat. Unfortunate there are players as this. The "block" option gets a workout.
It does not bother me if I say Hi and my opponent does not respond. I have thought that they might not have this feature. I always respond to friendly greetings; although I must admit I have been engrossed in a game and did not even notice the chat message. I would not abort a game if my opponent did not respond to my "Hello". But then, we all pick our battles.
For the longest time, I didn't know about those hello, good luck, etc buttons down there. Many don't know about the buttons. Some aren't good/fast typers and may not want to burn up 30 seconds in a fast game, trying to respond.
