It's possible to do this, but the process is kind of a pain to go through. What you'll have to do is fake your own death and make sure an accomplice sends the death certificate to FIDE. Then, being careful to cut ties with anyone you previously knew, you need to acquire a new, clean identity on the black market. It's very important that this new identity does not have a FIDE ID associated with it. Then you'll need to play in a FIDE event for your brand new ID, and 9 games later you will have your new rating.
