a lot of the time my ping is 900. Is there a way to increase my win rate other than moving to france? Build a new server closer to my house, maybe? I have tried to win my positions a lot of times, but then my opponents will pre move all of their moves until I'm flagged. Even if I pre move all of my moves and my opponent pre move all of their moves, my time will tick while my opponent's time will not.

Here's my last game where I pre-moved at least 50% of my total moves. At the end game, I premoved all of them, even that is not enough and I still got flagged:

Edit: I remember VSauce video talking about alcubiere drive that makes it possible to travel faster than light. I wonder if I could replace my fiber optic with that thing to decrease my ping.

Your Internet connection is really bad. People in New Zealand (close to the antipodes of France) get pings in the range of 300-400, depending on local time-of-day load.

I used to have bad internet and I would usually lose a few seconds on bullet games, however using a VPN helped plenty for me. I set my VPN server to France and then I would get 100-120ping for ultrabullet, me personally I used Speedify and set it to France but maybe ProtonVPN will work well if you are looking for free options!

Other than that though, I don't really know much other options.
