you can check where they are organising FIDE rated events. Once you play some fide tournaments, you will get a fide ID and a fide rating.

For FIDE tournaments you need a FIDE ID. Ask your local chess club how to get it. Most will do the paperwork for you, but I also heard from players who need to get it themselves. Every FIDE tournament I played in had a participation fee ranging from 10€ - 100€
