The easiest way is joining the federation of your country. Certainly they promote some FIDE rating tournaments. You play in one of these tournaments and you start your FIDE rating.

what is the next step though?
There are 3 tiers of FIDE rating...blitz, rapid and classical.
You need to play over the board games in official FIDE tournaments to get a rating.
The first step is to obtain a FIDE ID. Usually you contact your national federation's rating officer for that, consult your federation's documentation for details.
Once you have a FIDE ID, you can participate in FIDE rated OTB events. To get a rating you need to play at least five games against rated opponents, and the calculated rating must be at least 1400 to be published.
