I was told: you can buy it in Czechia.
For calculating and receiving a FIDE Elo you have reached enough games for a FIDE Rating. (only 5 games minimum needed, you got 9).
Calculating: average rating of opponent, you scored 55.56% against them, which means you scored 5.56% more. There are FIDE Tables to look up what your performance was, and your initial Fide Rating will be this performance rating.
Just for approximation: 1% above 50% is worth 7 Fide Elo points. So you your rating will be: Average rating of your opponents + 5.56x7 = average rating of opponents + 39 = your rating
Approximately. A table will be more accurate, as the latter part is not a fixed 9 elo per percentage but it is curved. But 7 is a good approximation to calculate it "on foot".
You do interpolation between the given table points, this is then accurate enough. (but the actual number is based on a curve)
if you win 25% to 80% of the games, the elos of your performance will be closer to 8 elo per percent above/below 50%.
If you win more than 90% you get a bonus boost start to increase significiantly until 100% is reached. A 100% winning percentage means the performance rating would be +800
