It would if try hard enough. For started you could use the forum search. This is one of questions that is made few times a year.

To get fide ID you need request registration from your national organisation. Or attend local chess tournament that is alse FIDE sanctioned and they will send national organisation registration request. And upon receivign registraion reques from your national organisation FIDE add you to the database and you get FIDE id.
