I’ve been playing chess non-seriously for a few years, and nowadays I only play bullet. I always used to win some games, go on a huge losing streak, then I try to compensate for the losses. Today, I’ve played 16 hyper bullet games (at the time of writing) and lost all 16 of them. Is there a way to prevent such tilts while playing?

The only way to counter consecutive losses is with consecutive wins :D

When i am tired i often decide tp play one last good game and quit then. If you are looking to gain rating, this is the best moment getting that from me. If you are ready to quit then quit. Don't try to regain rating and good spirit when you should quit. You have played at least one game too much already.
Reminder for myself: Please, Please read that again and again and shut down the computer when you are in that mood, you have really good advices for others, why not try yourself?

Chess is a game of concentration; if it drops for any reason, even slightly, the results are terribly affected. If one plays it very seriously, one must take it into account carefully. If, as you say, you play non-seriously, and if you enjoy the Game, then it's not the end of the world. A positive streak will follow.

Can you tell easily if you're tired or not?
For me, it's either I've gotten tired or lost focus.
I can usually tell within a game or two if I am too tired to play my best. In this case, I stop.
If it's just that I've lost focus, I just go harder the next game. I'll get 'em eventually. This works especially well if you're playing a long match against a stronger opponent. If you think about it this way, you improve game over game, while your opponent weakens game over game as they become complacent. The win is inevitable. And when you get there it's so satisfying.

This also applies to quiz rating. Nothing worse than "trying one more quiz" and ending up losing 100 points in a row because you're tired or tilted.
