white has A LOT of good choices, but you need to know one.
5 d3
5 Nc3 6 h3
5 e5
even 5 Nc3 6 f3 w/Qe2 (in analogy with the "reversed stafford", 1. e4 e5 2. Nf3 Nc6 3. Bc4 Nf6 4. O-O Nxe4 5. Nc3 Nxc3 6. dxc3 f6. that line is still good for the defender, but way more dangerous imo)
or you can play other random moves that take care of the actually critical squares in this opening, like 5 Qf3..
i find it quite astounding how popular the stafford is given how "easy" it should be to refute, but it does demonstrate the power of quick development to the unprepared

- e4 e5 2. Nf3 Nf6 3. Nxe5 Nc6 4. d4 Simple trick. Develop the rest of your pieces normally.

Accept and Play, 5.f3! (Here, your oponent thinks a lot , his plans are falling) and then play 6.c3 7.d4

Hello @RiotandCarngeISVenom there are two things I can recommend you as I know the Stafford kinda well.
-
Watch Eric Rosen's streams and listen to what he says about white's mistakes
-
Build a pyramid with f3, c3 and d4
Stay safe in your feel good pyramid.

Don't listen to the people recommending that you decline the gambit. Play f3 c3 d4 and refute it
