I have 20 or so blocks. Reasons I block people include: inviting me for a rematch, but then not starting the game; offering draws when utterly lost; letting the clock run down instead of resigning or continuing to play. But usually, I let it slide, otherwise by block list would be much longer.

I blocked 5 people, 4 of them because they stall their clock and 1 because they cheated but Lichess didn't do anything about it. There are a lot more that stall but i didn't block all of them.
