Say you play a game against a person of rating x in an Arena tournament. If you won it, your performance rating for that game would be x+500, x-500 in case of a loss, and x for a draw. The mean of all these one-game perf ratings is used as a tie-breaker if two or more people end up scoring the same. Hope that helped
Performance rating depends on your win/loss ratio compared to your opponents. So if you have, say, 3 wins and 3 losses against an average opponent rating of 1400, then your performance is 1400 since you exactly match the expectation for this rating. If you won 5 games and lost 1 against an average opponent of 1400, then your performance rating should be around 1600ish since that's how well a player of that rating would expect to do against a 1400.
For small numbers of games, there is no particular reason your performance rating and your actual rating should be the same, and people outperform (or underperform)their rating all the time. If you were to play a very long tournament with many games (say, 50+), then your performance rating and actual rating should converge.
