Lots of detail to consider, but the overall idea is this:
If you are new to the player pool, in the beginning you get lots of points added or subtracted after each game, because your rating is not settled and very uncertain. The more games you play, the better the estimation of your rating becomes, and the rating changes now less and less after each game; all else being equal.
If you win against someone who is higher rated than yourself, you get awarded more points than if you win against someone at your level or below, and vice versa; again all else being equal.
This also applies to draws. For example, if you draw against someone who's substantially lower rated than you, you loose a few points.
The actual content of the game (i.e. if you blundered your queen or whatever disaster happened in the game) doesn't matter at all. For calculating the rating change, only the result counts (win, draw, or loss).
If you don't play for a while, your rating becomes more uncertain, and the change after each game is getting bigger again for a while.
The numerical value of the rating is by itself meaningless and you can't compare the number with ratings from other player pools, e.g. at other chess sites.
The overall idea of the algorithm is to predict the outcome of a game between two players based on their current rating. Two players with the same rating have equal winning chances, and the bigger the difference, the more lopsided the chances become.
