Maybe the players were 1900 rated? (1900 rated, because there were some moves that I would consider strong and there was the 27th move, which was definetely not so strong, also, I think that the Outpost used on c4 by the Rook indicates a rating of 1900, as well as the mate.)

1600, their blunders were very normal like on move 22, at my level it's this type of blunder that I get the most, and maybe the mate was well calculated. I guess between 1600 and 1700.
