Do cheaters not know that they're flagged?

So, no, players with this notice do not know, are not told what went wrong, are not heard before being handed down the note, are not given the benefit of the doubt. There seems to be an appeal process in place, which I started.

And players with this violation notice seem to be ridiculed and prejudged in this forum, which is very unfortunate.

This happens literally very single day and ghe moderators could not possibly care less. I have literally Never seen a positive comment by any moderator -- ever. It is like they come from the Black Lagoon. The only positive comment they will ever say is if they are praising Lichess. As far as respect as a person? You can forget about it.
