+3 means 3 second added your time for your every move
In a 5 min game, you and your opponent have 5 mins to complete the entire game. Whereas, in a 5+3 game, the +3 acts as an increment of 3 seconds after every move you and your opponent make, from the beginning of the game (that is, move 1). The time control with increment is better to avoid time scrambles, because you can make moves and gain time.
5+3 is better than 5+0 as you do not have stupid flagging contests with KR vs. KR.
The difference is a 3 good fellow, also known as increment per move with 3 being the increment of time given to each player after having made each move in seconds. Oh the joys of taking a drawn position if not a won one, and denying your opponent the ability to run you out of time!

No wonder I was amazed by the timing the last and the only 5+3 blitz I have played. Now I understand I will be playing it.
5+3 gives the option for slow players like me to win their winning position. Well, at least 60% of the times.
In all my blitz games I find myself playing like 40 moves on 10 seconds on the clock with that 3 sec increment. if the winning position is a bit complicated I will probably lose on time even with that increment or make a huge blunder having no time to think.
To cut a long story short - blitz sucks.
