It is reset on the pawn move or capture. 9.3 in FIDE make this clear.
Similarly, claims on 3-position repetition have to be done right before or right at the repetition per 9.2.

Thanks for your clear answer jomega. Just one last question. So only the player making the move can claim the draw because otherwise the opponent has the potential to capture or advance a pawn?

if you are about to make a move that will make 50th move or third time same position you should write down the move you are about to make and tell opponent that you requesting a draw and stop the clock and call an arbiter. Obviously if opponent agrees there is no need for arbiter.
after you have made a move opponent can demand a draw (and call an arbiter if needed).
So in short both can request a draw just at slightly different times.

No. Draw offers of any kind can only be claimed "by a player having the move".

what this means is that without automatic tournament administrative ruling, players with lots of patience could go on for a long time.... if curious about that, or really hopeful to find some other type of outcome. Did i read right. one can dismiss the 50 move rule if both players agree to find other outcome (like a double or nothing kind of bet, kind of).

sure they can but two things prevent this.
- sheer time usage in weekend tournament there can be next game on evening so you wanna play morning game till start of next round with nor recovery time between. in 9-tournament you wanna spend 6-7 hours playing dead draw and cut your recovery time
- latest rules update added the 75 move rule (and 5 fold repetition) that if 75 moves without pawn move capture are done - unless 75th move was check mate - game is drawn. Arbiter would intervene at that point - if there are enough abiters that they can check. Never hear of game with such stubbornness but I am pretty sure it will happen
