Can you play faster in mobile phone or in computer?

Does the person on the computer have an advantage over the player on the cell phone in the bullet game? Can you play faster in mobile phone or in computer?

I never played chess inside a computer.

I'm unusually fast at blitz / bullet (for most games). When using a computer, you have more options to be fast. If there are right-click options, then you are at a disadvantage. Most of the boards consume the display on the phone, so you're at a disadvantage against players who pseudo premove by picking up a piece, holding it over the intended square, but dropping it on an illegal square or off the board if the opponent plays something unexpected.
