It's not that unclear. I've read alot about this so you can believe me. THey say you can have TWO accounts with a GOOD reason. Thibault himself said that. The lichess god.
They allow some people like carlsen as many accounts as they want, because privilege and favoritism. . But anyone can have TWO with a good reason. You can take that to the bank!

You can make multiple accounts, but for an appropriate reason, and not manipulation of rating.
I currently have only one account. Can I just create another account?
Carlsen has multiple accounts on Lichess and he isn't banned. Therefore you can make multiple accounts too
