We have 2 optioins:
15. Ne3
15. Bd3
But I prefer Ne3.

-Develop the piece which is in active
-Protecting the unprotected piece which is attacked by our opponent by a tempo (Ne3 develops and protects)

Bd3 is a good move it can waste a tempo in practical chess (not in engine) because you have to play the move Ne3 after this move and it takes 2 moves so I prefer

Ne3

The bishop is attacked which leaves four reasonable moves.
Ne3 The knight has to develop anyway, but since it wants to move again, this just delays the problem
Bd3 Controls c4 but clutters the center.
Bb1 does look silly but the rook can develop with a4
Re2 I don't like defensive moves and weakening the back rank.

I vote for Bb1
