Asking for rematch and not playing

Why people do that? When they lose a game, immediately they ask for a rematch and don't play...it's just ridiculous

Most people do this by accident. When a player sends the rematch offer and wait for their opponent to accept it, the player sometimes becomes impatient and leaves the rematch page. Unfortunately, right after they left the rematch page, their opponent accepted the rematch, logging the player into another game with the opponent. Most players don't realize that their rematch offer has been accepted and therefore don't make a move at the start.
