In response to the question I would take the rook. It can be just as much a part of the game as touch move. However in the FIDE Grand Swiss a GM blundered a rook probably intending to trade and the other GM returned the rook so that the final position was the same position that would normally be reached. You could just return the rook like on d7 but the position would never the less be winning. You actually had the better chances to win after Rb3 so I would not draw. Besides after how he responded to you he probably does not deserve the draw.
I think you should just block people like that. He made the decision to turn off takebacks, so he has to deal with it.
