Oops, I hit the Cloud Eval API too many times and now I get this:

Can anyone share tips on how to avoid this and any info on how/when IP bans get lifted?

Doesn't look like an IP ban. Looks like a rate limit. So you just have to wait, and also find out what the rate limitation is to avoid hitting the limit in future. Sometimes companies allow paid accounts with higher rate limits.
