A game in which we both made some mistakes. My opponent created a stalemale, yet was awarded 10 ELO points as a result. Why is this when the stalemate was ultimately a mistake on his behalf?

Because he was lower rated than you and also provisional. Hence, he will gain a little bit rating, but not as much as a win would have given him.

He is lower rated than you so a tie means he is going to gain points. Since he is a new player his k value is very high so any games he plays gives or takes like 10x as many points.

Because he has a provisional Blitz rating which is supposed to change strongly even by a draw.
BTW: It doesn't matter for the rating how many mistakes one committed in a game or how he reached the draw.
