Because Qxc6 bxc6 Rxe8+ wins the rook, while the immediate Rxe8+ Qxc8 is just a trade.

Thank you for your promptly response , I see the move , but it feels a little counterintuitive to resign a queen against a pawn, even if I keep a rook the black king has near enough material for a good cover.

it's not hard . if Re8, queen just takes that rook and all is protected for black. but if we take quuen instead , black are forced to take rook, not a queen, because there is a mate, if they don't take rook. it's simple as it is
