White could have won. There was no reason to accept draw as it's not over until it's over.
The last move you played was blunder which allows mate in 3: 1. Rgc7 Rh5+/Rg6+/Rf6 (Re6 2. Rc8+ Re8 3. Rxe8#) 2. Kxh5/Kxg6/Kxf6 3. Rc8+ Kg8 3. Rc8#
It was better to play Rg6+ and only that move allows you to draw.
Since to err is human, White was hoping for one which you eventually did but it turned out that you were lucky since White's time was up.

You got the position due to White's blunder 59. Rgg7 which leaves no place for king to go and Black Rook can then launch forced draw with immortal variation.

- Rh7+! by white would have been very sad for black to see. It forces black's rook off with a winning position, so even if white runs out of time it's a draw.

But silent move like 73. Rgc7 kills the game in 3 moves as I mentioned earlier.
Rh7+ takes moves to win the game for White.
