ok I know this might be a little bit off-topic but I'd like to share a story about cheaters:

On November 2020 I noticed a guy played a suspicious game (almost all engine moves with very short move time, even some "unnatural" moves). Before I could report him to the moderator, I found the account get closed so I thought, hmm, that was convenient and saved me some effort. The next day I checked his account and it was re-opened and he continued playing games! I was getting very confused and kept an eye on this account and within 2 days it got closed/reopened for multiple times! I always thought Lichess only allows close/reopen for once.

So I then went ahead and did two things: 1. reported this guy to the moderator 2. wrote a python script that periodically check a list of users and send me notification when any user account status changed (normal/violation/closed), and put the script on a Raspberry Pi running 24/7. Shortly I received a notification that this particular user was flagged as violation of TOS, and not too long after the account got closed, and never got re-opened ever since.

So my theory is that there are glitches on lichess account management so that user can close/reopen multiple times (as of Nov 2020). Some users might use this bug to avoid getting flagged by intentionally close their account (before get reported and flagged as violation of TOS) and open later, however once the account was flagged red the flag will always be there regardless what you do, and some users choose to close their account so the flag can no longer be seen. I have been seeing this pattern (normal->violated->closed) in several occasions.
