Insane theoretical knowledge from 1700 player

So the guy I played recently played 20 or so moves of Panov attack perfectly then quickly collapsed when out of book in what should be easy draw endgame. Back in a day some 20 years ago when I played chess actively this was uncommon even for 2000 ELO players. Is this theoretical stuff today normal with 1600-1700 rated players?
Crazy stuff.

he hung a piece
Sure, it puzzles me how player who make such a stupid blunders in 15+15 game knows his stuff up to move 20 perfectly. That was all theory. And he was thinking for like 3 mins on move 2 so he chose this line, there is zero chance he played it randomly.

White just blundered a piece and never got chance to recover.

Some people have a great memory and a poor calculation ability.

It can also be psychological - he holds to the opening so much, that the very moment that he's out of it, he's afraid. - he doesn't know what to do in general maybe.
