I already knew that if i loss with a weaker opponet, i will lose more ELO than if he were stronger.

Why my opponet loose -19 points if he is has less ELO than me? (1645 -1680)

In spanish:

Ya se que si pierdo contra un oponente mas debil (en terminos de ELO) voy a perder mas puntos que si este fuese mas fuerte.

Siguiendo esa logica, por que en el match (link) mi oponente perdio casi 20 puntos por perder contra mi?

It depends on the rating deviation of you and your opponent. The higher it is, the more your rating will be affected after a game.
