Can someone explain me why is this a draw, while the position after Qb3 is not? I guess I'm missing something about the drawing rules in Atomic :)

Black is stalemated; they don't have any more squares to go to. So it's a draw.

In atomic there is a rule that says when kings are connected, they are not under checked even though they are attacked as in normal chess.
After qb3 kb1, the king in b1 is not checked.
After kb1 qb2 the king in b1 is not checked.
If the king in b1 will play ka2 or ka1, then it is stalemated only because it was not checked in the first place and when it moves it gets attacked.

By the way, 41. Kd3 Kc2 42. Ke4 Kd3 43. Qxc3# wins.

Kings can be next to each other in Atomic? I'm so confused...

#6 Yup!, cause technically if you explode the enemy king, your king will explode as well (if it's adjacent to it). Strategy in atomic endgames with connected kings is to find a way to separate your king from the enemy king in the explosion.
