Is there a way to make a chess engine that explains the moves(basically why the move was bad or good), im mainly interested in the data that it would require to make this

I am not confident that a machine will, any time soon, acquire a sense of the needs of a human, having difficulty understanding a position.

You can train AI to do it and clarify positions. It may not be perfect, but I think a good tool will be made in the future given the advancements in AI. ChatGPT, Gemini and Co-pilot can already recognise whether a position is difficult for humans to understand and clarify it to some extent. I don't know the exact data, but annotated games, chess literature and natural but suboptimal ideas that humans often consider since the best plan in a certain types of positions is highly counterintuitive. Also practical difficulty in a position can be determined by reasonable and intuitive moves in a position , sharpness, and quiet moves in a position that are not easy to find.

You may see why move is bad or good by continue the line of move, than all is revealed.You should also see why move are good in a line of move of course, but that's easier than original move ordinary
