Yes. But one thing to clarify about this rule is that helping friends and sharing some preparation is still totally fine. What is prevented is to do that too much, and systematically distort results, because it is unfair.
In short, sharing lines with 2-3 friends, helping them prepare: totally OK
Helping a player you don't know because you want their opponent to lose / Helping in a too high number of matches / Selling your services to do someone else's preparation and ending up doing so for many players: not OK

This is just unfair .Why can’t we participate.This ,that means no underdog stories and unfair to lower rateds.I understand the concern for forfeit but my suggestion is players who forfeit gets ban of 3 years to lifetime depending on the gravity and are forbidden to participate in any other tourney like 4545 league and many more.We can also keep an option to forfeit before a game that won’t result in punishment.We otify the other player of the forfeit via Dm.Pls don’t take it otherwise it’s just my suggestion.

I have received some feedback from players who didn't like the introduction to a rating threshold. I will probably slightly lower the threshold (to 1700), as to not exclude some experienced and motivated players.
A threshold will still be maintained. Overall there are plenty of other goals and tournaments accessible to lower rated players, like the various lichess arenas, which already provide strong enough competition.

maybe an open swiss tournament U1700 and maybe top 3, or however many verified players can play in AWC?

It could work, and thank you for the suggestion.
However, I don't see myself allocating time to promote and organize qualifying tournaments. The point of a threshold is also to simplify the organization, as the time I can spend on this tournament is limited.
