One piece of feedback. I think the category Cursing / Verbal Abuse / Trolling could use some work. It seems to me that verbal abuse is more like harassment than it is like cursing or trolling. So maybe verbal abuse should be moved to be in the same category as harassment. This leaves cursing and trolling. A lot of cursing is self-directed, a way to express oneself, and seems to me to be much different in intent than trolling. I'd suggest putting trolling in its own category, and cursing in its own category, if you must list something specifically about cursing at all. Then clarify what cursing is allowed and what cursing is not. If you are saying that cursing is allowed only when it does not make someone feel bad, so be it. If you are saying that cursing is not allowed, period, so be it. But please be clear about that.

With regards to being unsporting, I know that if you abort too many games you get a ban but in atomic there is quite a prevalence of people aborting if they don't get to play white. Can this be reported?

This is just a good idea, but in practice, these rules don't apply to GMs or titled players, as far as I can see.
I recently received inappropriate messages in a private chat from a GM for no reason, and that's it—no punishment at all.

No, they're very distinct, AIUI. Verbal abuse is when people use language in a violent or hurtful etc way. Harassment doesn't need to include any verbal abuse at all (though there'll be overlaps)- that's more things like people repeatedly sending unwanted or inappropriate messages, or stalking type behaviour.

The one thing that bothers me most about the communication on Lichess is the chat during tournaments. Most of the time it's just pure spam, no meaningful discussion of the games being played. On the one hand there are huge numbers of people speaking languages other than English. Even though this is not strictly against the rules, it's incomprehensible to 98% of the people in chat, and therefor spam. On the other hand there's people filling the chat with complete nonsense.
Blocking these players doesn't actually help, you still see their spam. One feature that might solve it that I would greatly appreciate is a rating filter for the chat. Meaning: you will not see comments from players below a rating threshold you set.

It's not that I'm not interested in chat. I'm just not interested in kids spamming the chat, there's a difference. I'm very much interested in people talking about and analysing the games being played.
I'm pretty much convinced that filtering my own chat window (not a general filter for everyone, mind you) by rating would highly improve the quality of the chat that remains visible to me. I really don't care if anyone finds that offensive, to be honest. In fact, in the old days the Internet Chess Club had something very similar: only show comments from titled players. Not all actions are visible to others. Even GM's get warnings and muted like everyone else. Self directed cursing is generally allowed. We will not restrict chat to high rated players. Spamming is reportable. Yes if you notice someone resigning lots to only play a certain colour you can report that it is a form of rating manipulation.
