Very true ^. How can you judge your ratings on only 2 - 15 games?! Are you crazy. Play a few hundred games and come back.

For solving tactic puzzles you need tactical skills/vision, calculation skills, and maybe some patience.
And since there is nothing much at stake, you can guess the 1st move.
For playing chess games you need more things like e.g. positional chess skills, time management (chess clock).
And in chess games guessing the 1st move can lead to a loss in case it was a big mistake.
To improve your chess you can join a local chess club, or find chess buddies around so you can study and analyse and play chess games together. Furthermore there are lots of chess videos and chess books to learn from.
Analysing your own games is also important.

With over 30.000 puzzles solved, I've estimated that I spend about a minute on each puzzle. The puzzles at my level ranges from 1700 to 2800. I'd recommend you to spend as much time as you need however, I did that too in the beginning.

Also, as you can see, the differences between my chess ratings and my tactics rating are quite significant, so there's nothing to worry about :D
