If you defeat a On-The-Board rated player, you get FIDE, USCF, ECF ratings respectively
You have to take part in (FIDE/USCF/ECF) rated OTB tournaments, for those ratings.

You need to play in rated otb tournaments. fide titles are: cm=2200 fm= 2300 Im=2400 gm=2500.
For im and gm there are norms you need as well but those are complicated. You will need to get much stronger but I dont see a reason you wouldn't be able to do it
