The penalty for running the clock is too strict, hurts good faith players who aren't stalling

If I'm playing a 3 min game and have 20 seconds left but take too long to move, it warns me for letting the clock run out even if i move eventually. Only a few of these can result in a temporary ban. I'm trying to analyze the position and have no problems with opponents who do the same. The point of this site is to improve everyone's chess skill, no?

Never mind that the awful lag and detrimental "lag compensation" distorts/speeds up/freezes the clock artificially

But unfortunately there are a lot of dirtbags out there who let their clock run out...how is the system to decide whether it's deliberate or legitimate?
