That's because this is based on change of "winning chance", not change of evaluation. And the position at the moment was evaluated as so bad for black that losing a queen for two minor pieces didn't make the (already bad) chances that worse enough. The way the algorithm works, once your "winning chance" is below 30%, you cannot possibly blunder any more, whatever you play. (Unless it gets better first, of course.)
