well the story of death note is similar, where the main character had the ability to kill anyone by writing their names in the Death Note, and he killed criminals of Japan, and the police started to track him . . .

the idea is that you do intentional harm to people, or do nothing, but 100 innocent people die. if you intentionally kill, you become a criminal yourself. but if you don't, you un-intentionally kill innocent people.
